On February 23, 2023 the Caddo Parish Commission adopted Ordinance 6310 of 2023 adopting the new Caddo Parish Commission district lines:
Overview
Every 10 years after the release of the U.S. Census, Cities, Parishes, School Boards, and States redraw the lines for election districts to keep population equal on their respective bodies based on Federal and State Law.
To establish a fair and impartial process, the Parish Commission contracted with Data Center LLC—a 40-year redistricting company—to review and develop a model redistricting map for public input and Parish Commission consideration and approval.
Community Input Opportunities
The community voice is essential in the redistricting process. Throughout the development and review process of the maps, public meetings will provide an opportunity for community members to play a role in the process, learn more about the proposed maps, and hear more about the work involved in redistricting.
The followings dates provide opportunities for the community to participate in the process:
- July 27, 2022: Data Center, LLC will host a community meeting to provide the public an opportunity to learn more about the Caddo Parish Commission’s redistricting process. The meeting will take place at 5:30 p.m. at the council chambers located at 505 Travis Street, Shreveport.
- July 28, 2022: Data Center, LLC will host a community meeting to provide the public an opportunity to learn more about the Caddo Parish Commission’s redistricting process. The meeting will take place at 5:30 p.m. at the council chambers located at 505 Travis Street, Shreveport.
- February 8, 2023: Data Center, LLC will host a community engagement meeting to provide the public an opportunity to learn more about the Caddo Parish Commission’s redistricting process. The meeting will take place at 4:00 pm at the council chambers located at 505 Travis Street, Shreveport.
Criteria for Drawing District Lines:
Redistricting must be done in compliance with all local, state, and federal laws. The following criteria for redistricting have been adopted:
- Population equality in each district with an overall deviation of 10% in the plan.
- Compliance with the Voting Rights Act.
- Each district shall be compact as possible.
- Each district shall be geographically contiguous.
- Incumbency shall be considered.
- Consideration shall be given to natural, geographical, and political boundaries.
- Consideration shall be given to keep intact communities with established ties of common interest and association, whether historical, racial, economic, ethnic, religious, or other.
- A new apportionment plan must contain whole precincts consistent with RS 33:1411(C).
- Consistent with the Home Rule Charter, the redistricting plan must be adopted by December 31, 2022.
